Uncanny timing. Here <https://bitbucket.org/jocklawrie/skeleton-webapp.jl> is an example of Julia working with the Mustache.jl package which I posted just a couple of hours before your post. It works fine but is not nearly as mature as webpy. Hope you find it helpful.
