For package authors: please take note of his call to action to ensure compatibly with julia 0.4, this is the time to start working on that and ideally get your package compatible with julia 0.4 before the latter gets released. This means that it's time to start getting packages working on 0.4 as well as 0.3, if you've been waiting to do that.
