[julia-users] WinRPM fails to install for fresh Julia 0.4.0 installation on Windows

Shouldn't this error be fixed by now.  I've been running into this off and 
on for about 4 months now.  I'm trying to use Julia for a computational 
physics class and this is quite annoying.
