I didn't say it is required in general in Android. Mostly, we need a way to compile fortran based dependencies. Google uses llvm compiler toolchain(called android ndk) for native apps but it doesn't have fortran compiler yet. If those dependencies are left out, julia can be built plainly without FFTW, Blas, and lapack. Other than that only a terminal interface would be required.
