I wonder if phrases for translation should use title case instead of lower
case if they do not have punctuation. For example, instead of the string
"That did not work" I think we might want to use "That Did Not Work" or
"That did not work." I'm not sure about this and I didn't want to make a
bunch of changes until I talked to you. If you prefer the way we are doing
it now I won't mess with it so we can stay consistent.

So far I've only found 3 other changes.

I think "NewProjectPlugIn" should be "New Task PlugIn".

I think "A window with an associated project frame must be active" should be
"A window with an associated task window should be active."

I think "A window with a layer-view panel must be active" should be "A
window with a Layer View should be active."

I'm a little confused on the first to. Does OpenJUMP have projects or tasks?
I don't think our usage of this term is consistent. I think we have a
"project properties" file but in the JUMP User Guide they talk about
"Tasks". Maybe we need to decide which one we will use. Unless I'm all
messed up. Maybe a project can contain multiple tasks?

I think the last change needs to be made because the user guide refers to
the LayerViewPanel as a Layer View. I think LayerViewPanel is the class name
and this looks like a message for users.

It is going to take me a lot longer to get through this file than I thought.
I'll keep working on it over the next couple of days.
