work without being in the development environment (where all of the
classes are on the CLASSPATH by default). The problem has been
resolved. The core classes that needed changing are attached.
Basically it was only a matter of passing a copy of the of the
PlugInManager ClassLoader to the WrokbenchPropertiesFile
getPlugInClasses() method. Pretty simple stuff, but it works now.
