.. this explains a lot ;) .. finally.. you have 2 options here...
1. add the full path to java the binaries globally (c:\program file\java\...\bin), replace '...' or 2. modify the batch command to include the full path e.g. c:\program file\java\...\bin\java.exe I'll suggest number one. Try to execute the gps.bat.. if it still doesnt find your java interpreter, doublecheck the settings. Eventually your jump should start when you execute the batch file.
