starting a .bat or running it from console should be identical

how not the same? how did you verify this claim. it should be identical, except 
if you run it as another user of course.

yeah, the cmd32 cannot see x64 binaries. that is intended. remember we have to 
explecitly starting the the cmd32 to find the java32 too.

why the cmd32 was used as default to run batch files on your box is beyond me 
though.
