it is not clear to me what your specific problem is?
If you use the maps stored as svg later in Inkscape you need to check
for the scale or set it up by yourself. Therefore I would recommend not
to print the scale as number, but just the scale bar.
Note, that the scale displayed on screen is the "scale on the screen"
and stored as such in the SVG. It is never the same on your print
output, because ususally the drawings are scaled to "fit" to the
selected paper (check also the printer settings).
To have a correct printing of the scale for "Ax" sheets is from my point
of view difficult to accomplish and we dont have resources for that.
But I don't know if the print-layout plugin works correct or suffers
from similar problems.
so.. to put it clear: Always set/check the map scale in Inkscape after
importing from SVG (you may measure for instance the length of a road
segment in OJUMP and in Inkscape if that is possible, or add in OJUMP a
1km line as reference for the measurement). Afterwards check the scale
again after printing on the paper!

PPS: 1:50 000 means 1cm = 50000 cm = 500m

Even the grid snap settings are not snapping when I
