- no key for ignored translation : I agree with Stefan it is not very
good, but may be not too bad if we use a special editor like prbeditor
- keys but no translation when translation is ignored : should be good
but may be interpreted as empty string, which will prevent I18N to find
the default english string,
- default english string for unknown translations, which is the actual
policy for unknown translations.

values and use the fall back mechanism rather than putting the English
values in the other language files. I think this would be a good

then using the properties file editor you can quickly see which items
need translating into you language.
