Because ISSU isn't working (yet), GRES isn't truely graceful (yet), and if you actually factor in the loss of availability due to copying unnecessary data and doing jinstall two-reboot style upgrades (a jinstall on a RE-2.0 can stop forwarding for over 10 minutes) you'll realize that marketing probably just cost you at least one of those 9s. :P Yes modern top of the line REs are much faster about the whole business today, but you can probably negate that advantage if you factor in bleeding edge code, if you've ever need to deploy daily builds, and if you ever need to rush to transfer new code to an impacted system in a hurry... Either way its silly not to try and minimize these kinds of impacts.
