It seems that there is a confirmed bug in 8.4R2.3 for flapping of
interfaces:

There is a problem with PLL circuitry on interfaces.
The problem only impacts the M40e platform. This issue was fixed and
committed in the versions "8.4R3 8.5R2 9.1R1 9.0R1 8.5R1 8.5R1.12 8.3R4".

Hi Gunjan,

It is true this BGP bug only problem on BGP configuration without MD5
authentication, this mean no issue when you implement BGP with MD5 auth.
Is the patch will be major upgrade?

FYI, update from Juniper today. They have advised there is a critical BGP
bug currently on some JUNOS releases where if a BGP peer receives a
malformed update from another BGP peer - the router closes and
re-establishes the BGP session.

Apparently we are going to get a tech bulletin today/tomorrow with all the
info about the bug.  The release date of the fix is Thursday (US time).

We saw this same behavior on a M20 router also... Interfaces, OSPF and BGP
flapping .. Seens that version 8.4R2.3 is not totally stable... We did not
find any PR's related yet..

Hi,

Does anyone have problems with flaping interfaces on Juniper M40 when
upgraded to junos 8.4R2.3?
We see radnom flaping of STM1 (SONET) and E3 interfaces.
We also see frequent OSPF flaps. Juniper guys says, they are investigating
the problem. I think they have problems with with this issue.
