Did you try to push PIC 1/3 switch for 10 second? Or try to issue "request chassis pic fpc-slot 1 pic-slot 3 online " command from M7i command line ?

I think I had seen it labeled as "ge-1/3/0" quite awhile ago but that doesn't appear in a "show interfaces terse" anymore, and I think that's because it's currently offline.
