Yes, at least FPC-E is required. At some point I believe this was included in the documentation [1], but after the PIC/FPC support pages were redone, this information has been lost. For example, it's also pretty much impossible to find out that Enhanced Plus FPC is required if you want to use P-4GE-TYPE1-SFP-IQ2.
