It looks like they imported one of the isis bugs I was seeing in 10.0R3
into 9.6R4, which wasn't there in 9.6S5. It seems if you have any isis
prefix-export-limit configured it triggers an isis overload, regardless
of whether you've actually hit the configured value or not. Hopefully
this saves somebody else the grief that it caused me, before you assume
9.6S5 to 9.6R4 is a safe upgrade. :)
