If there isn't an ARP entry for an address that should be local, what happens 
to packets that go to that IP?

Basically what I'm asking is, is it hardcoded to being blackholed, or is there 
a way to redirect traffic to IPs that ARP is failing on to go to a "MAC of last 
resort" instead of being dropped?
