Please let me know where this is in the docs, since you
don't need the first step.  It's harmless, but editing
a point on the config hierarchy is sufficient to create it.

Others have pointed out that you need to apply the config group,
but we sure to use "show | display inheritance" to check that the
final config is what you're expecting and that nothing in the
foreground config is interfering with your config groups.

Config-releated lock outs is exactly what "commit confirmed" was
supposed to avoid.  Is something not working?
