For releases prior to 10.4, the service release numbering space was independant of the R-release space. So you had to rely on the creation date.
Beginning with 11.1, a service release is built "on top of" the preceeding S or R release. The set of fixes increases in the following sequence: 11.1R1 --> 11.1S1 --> 11.1S1.1 --> 11.1R2 --> 11.1S2 ... * (* Multiple service releases between any two R releases are distinguished by an additional sequential number.) Due to some internal issues, the 10.4 numbering scheme got confused, and we had: 10.4R1 --> 10.4R2 --> 10.4S1 --> 10.4S1.2 --> 10.4R3 --> 10.4S3 --> 10.4S3.2 --> 10.4R4 ... Beginning with 10.4R3, we got back on track...
