We use a Cisco 2811. It's 1U, uses the same async NMs and WICs as the 3640s, and will handle 32 serial ports (might actually be more).

Ideally, what we'd like is a 1U device which has a number of Cisco-pinout RJ45 serial ports and that can also act as a switch for an out-of-band management network, with an SFP port for the uplink.
