Try the "no-gratuitous-arp-request" on the interface.

Anybody have a clue here? Seems like a bug; when configuring the MX with 
DPC with proxy arp and

                     proxy-arp unrestricted;

everything works fine - except from some CPEs that discard their newly 
acquired DHCP address, since they politely send out a gratuitous arp 
request(?) to find out if anyone else has this address. The MX should 
keep quiet - but doesn't. Thus, Linksys and some others keep getting and 
discarding new addresses every some seconds. I'm running 10.4R6.5.
