Summary: Directory structure/fit plugin

Initial Comment:
Make the directory structure more 'maven' compliant and
move the fit plugin to its own CVS module.

The following actions would be taken:

src -> src/java
test -> src/test
testcases -> src/testcases
(this one could host also the WEB-INF directory for JSP
pages and stuff).

xdocs -> xdocs

doc -> delete
fitplugin -> own CVS module

licenses -> tbd
testlib -> lib/test
lib/jetty jars -> lib/test
changes.txt -> delete
