In general:
To check-in something you'd need write access. Since you don't have
write access, you can send your patches to the mailing list and ask
someone with write access to commit it.  
In case of a change please use "cvs diff -c <filename>" and send the
output to the mailing list.

Please send your proposual for the French Localization to this
mailing-list (in the body, NOT attachment).

I don't think this is a problem, but (Jon the author of the project)
surly knows more about this issues.

Just send your file to the list and if it useful, we will add it to CVS.
