As I said earlier, it is up to the moderator of the faq how he assigns
the roles and permissions.

In this case the moderator wants, that after releasing an entry no more
modifications can be made. This is reasonable, since only this way the
moderator can control the content of the database.

I guess in future it will be possible, to modify in a way, that a new
entry can replace an old entry (after releasing). But so far this has
not been implemented.
