By Defyd Williams. Teachers, politicians, business, parents, students -
which of these stakeholders or groups of stakeholders should be
responsible for forging a vision for education in New Zealand?
In Queensland, Australia, teachers, politicians and business were
consulted and invited to comment on new state-wide strategies in
education. This was seen as an effective way to criticise or confirm the
changes before implementation. In New Zealand's self-managing school
system there is more scope for customers or clients, that is, parents
and
students to comment on what is needed to improve student learning.
However, individual schools often determine the extent of their
consultation. Sometimes it is the principal, as the schools learning
leader, who takes sole charge of the strategic planning process, even to
the extent of writing up his or her vision without any consultation.
