UNDER THE SEA
Using the same robotics employed in sea explorations, visitors to the
Immersion Institute at Connecticut's Mystic Aquarium & Institute for
Exploration, are able to explore Monterey, California's National Marine
Sanctuary. The project is the creation of Dr. Robert Ballard, the
researcher and explorer who discovered the Titanic.

PUTTING HANDHELDS THROUGH THEIR PACES
K12NECTS, which stands for K-12 Networking Education Community Teachers
and Students, is a three-year experiment to test how handheld devices can
be integrated into the curriculum. The district expects to have an
instructional model developed by 2005 that other schools can follow.

GETTING ON THE CYBER-BANDWAGON
Concerned about extending the reach of their schools systems, about 80
Ohio public school administrators met with the Ohio Department of
Education to learn more about operating electronic charter schools. The
Department says 75 to 100 school districts have shown an interest in
converting a public school into a charter school or in setting up an
"e-school."

THE ARMY WANTS YOU ... TO PLAY
Faced with a massive recruiting problem, the United States Army has turned
to gaming technology, in hopes of attracting today's computer-savvy
generation of young adults. The Modeling, Virtual Environments and
Simulation Institute at the Naval Postgraduate School designed the game,
"America's Army".

CALL FOR PRESENTERS
The Consortium for School Networking (CoSN) will be holding it's 8th
Annual K-12 School Networking Conference: Achievement, Assessment &
Accountability on February 26 & 27, 2003 at the Hyatt Regency Crystal
City, Arlington, VA. CoSN is soliciting presenters for this important
national conference on how the Internet and information technologies
infrastructure can improve learning and student achievement in the K-12
classroom. The conference program will focus on:
*   How can real-time assessment change instruction?
*   What is data driven decision making?
*   What does scientifically based research mean as required by No Child
Left Behind?
*   What is technology leadership in the age of accountability?

TEACH ACT APPROVED BY HOUSE SUBCOMMITTEE
After months of inaction, the House Judiciary Committee reported favorably
on S. 487, the Technology, Education and Copyright Harmonization Act of
2001. Advocates hope to get the House leadership to place TEACH on the
House calendar on "suspension." A suspension vote requires 2/3 of the
Members to support the bill, but it precludes amendments and procedural
delays.  If this happens and the House approves the bill, it will go
directly to the President for signature. The TEACH Act updates the
existing distance learning exception to the Copyright Act to accommodate
the growth of digital age distance learning, allowing the exception to
apply to "anytime, anywhere" learning and expanding the categories of work
that can be used in online distance
education.

COSN READIES NEXT PHASE OF SAFEGUARDING THE WIRED SCHOOLHOUSE
CoSN received a $50,000 grant from the BellSouth Foundation to help
develop and disseminate a toolkit for schools entitled, "Talking to Your
Parents and Community About Internet Safety." The toolkit will include a
short handbook, an A-V presentation and communications to parents and the
community that schools can customize for their own use. Schools will also
be able to make arrangements to receive a short video, adapted from a
nationwide satellite broadcast that CoSN sponsored in October 2001 with
the Satellite Educational Resources Consortium (SERC) and Kentucky
Educational Television (KET). The toolkit is the next phase of CoSN's
"Safeguarding the Wired Schoolhouse" (http://www.safewiredschools.org)
initiative that was launched in October 2000 to help schools understand
their options for managing students' access to Internet content. In
addition to Bell South, Microsoft Corp. and AOL Time Warner previously had
agreed to provide underwriting for the new phase of the project.

BRINGING A NATION ONLINE
A new study, published by the Leadership Conference on Civil Rights
Education Fund and the Benton Foundation, offers evidence that America has
a long way to go before the digital divide is bridged.  "Bringing A Nation
Online: The Importance of Federal Leadership," documents the necessity of
continued federal leadership to expand digital opportunities for people in
underserved communities. It uses state-by-state analyses to demonstrate
the way in which federal grants encourage partnerships and help to
leverage additional investments in states and local communities. The
report profiles two important federal programs that help enhance access:
the Technology Opportunities Program (TOP), administered by the Department
of Commerce; and the Community Technology Center (CTC) initiative,
administered by the Department of Education.  Both are slated for
elimination in the Bush administration's 2003 budget. The study can be

CoSN's INTERNET & EDUCATION WEB TELECAST SERIES
In May, a three-judge federal court panel declared the portions of the
Children's Internet Protection Act (CIPA) that apply to libraries
unconstitutional. Under CIPA, all schools and public libraries that
receive federal funding (including and especially some kinds of E-rate
funding) must implement a technology protection measure that blocks and
filters certain kinds of Internet content. Since this decision only
focused on libraries, the portions of CIPA that applies to schools still
remain in force. To get an update on the steps schools are taking to
comply with CIPA and related developments at other government agencies,

September 18, 2002 from 1:00 pm-2:00 pm ET on Internet Safety: An Update
