* configure.in, configure: Disable -Werror to avoid Ubuntu's
warn_unused_result warnings (a number of false positives there).
* scanner.c: refresh from scanner.l (to make a few warn_unused_result
warnings go away).
* t/scan.c: if chdir fails, print an error message and bail out.
(Werror is still enabled for this subdirectory).
