I think this is not an huge problem. We should force that the kernel
compiler and the newer modules compiler are the same.
Then the distributions add some dependences to the kernel image
for a specific kernel compiler (it is some more complex, because
the case image without kgcc, but some change in hotplug dependences
and virtual packages should solve the problem).
IMHO kgcc versions change not so often.

Security problems and other implementation thinks are they problem,
but I like the idea of "updating 'kernel' without reboot",
not really an kernel update, but in stable series the changes
should be more on driver that in the rest of sources.
