You can boot most versions of Windows (probably 2003 server too) into safe mode by 
repeatedly hitting the F8 key during the boot sequence.  Sometime between the BIOS 
reads and Windows starting up the system will register the F8 and go into a quasi Dos 
window with 7-10 options for booting.  

Generally they include 2-3 versions of safe-mode (with and without networking support) 
and booting to the last known good mode.  Because I'm not sure when the F8 registers, 
I hit the key repeatedly every half second or so for a good 10 seconds during the boot 
cycle.
