See thats handled by the ISP I just today found out what an A record is (this has been quite the learning experience) .203 is the right address if yiou ping it that is what comes up here and other sources. Half this whole problem comes from the fact that IM not sure what IM looking at. Im not exactly certain what ss1.keys.org is.

You have some DNS weirdness.  What are your primary & secondary servers set up as?  I see authoritative servers usinc.nomb.com and usinc1.nomb.com, but they don't agree about www.keys.org:
 
On usinc.nomb.com, I see www as:
www.keys.org.           38400   IN      CNAME   ss1.keys.org.
ss1.keys.org.           38400   IN      A       64.200.212.203
 
but on usinc1.nomb.com, I see www as:
www.keys.org.           38400   IN      A       64.200.212.203
 
To me, it looks like you've set these two servers up separately instead of setting up a normal primary/secondary server arrangement.
 
Are you sure 64.200.212.203 is the right address?  I'm unable to telnet to port 80 on that IP.
 
Pull up a command prompt in the office and ping www.keys.org.  What IP does it show?

What kind of server is it?  It (216.234.246.149) looks like Ensim on *nix from here.
 
Note that it's redirecting (because it doesn't know that it's supposed to respond for virtual server 'www.keys.org') to an https (port 19638) admin login screen.

Im about at my wits end with this and could use some senior help. This week just blows. Heres the sitrep.
For some odd reason you can't bring up www.keys.org. Ive ran though every trick in the book and so has my ISP and we still can't fix this issue.
If you try doing a tracert on www.keys.org or 64.200.212.203 the trace dies at router 64.200.103.86 which belongs to willims communcation so I got on the horn with them and they said they could trace 203 but could not see the website. When i use www.visualroute.com to go to some other servers it goes right to 203 and yet nobody around the world that I have talked to says they can bring up the site. So at this point I think there is something wrong with the webserver right? wrong. If you are in the office you can pull up the web page. After 2 days of troubleshooting im dead out of ideas.
 
P.S I even rebooted.
