I was using CFFORM with the enablecab set to Yes instead of No.
 
I removed all the objects from the browsers history, re-tested and it, and it no longer prompted me to download the file.

Hey guys,

I've got this small issue where people that login to our application, get
prompted to download a java.cab file.  I used <CFGRID> and <CFSLIDER> at
point, but removed both later.  The problem is I'm not exactly sure why it's
still prompting to install it.  Are there other tags that require the
java.cab file to be installed?
