Correct. There are two improvements than can be made: one is 
improving the inter-access-point communication, and the other 
is to improve the access-point-pda communication. Either will
be a good improvement over the current protocols. So both,
which is what Symbol is doing, are a GREAT improvement.

Yes, it is basically the same as the cell network; I understand
Sprint is still struggling with the fact that their early cell towers 
don't talk to each other as nicely as newer cell technology.
