An option is to move the wiki to one of my servers, but I don't have time to

Actually, the best way to handle this is to have a wiki which allows CPE-65-26-106-210.kc.rr.com to edit the page, and whenever he visits, since he is considered a vandal, display only his edits to him. The rest of the world can continue to see the proper page, and he will never know that he was quietly silenced. :-)
