Confirmed this does happen.
Probably since cd9f43af7d95030e29483c1dbb3ceb80e2bbf20a in kwin
I moved client activation to after the line:
if (edges()->isDesktopSwitching() && isScreenEdge())) {
because we had another bug report that screen edge switching blocked switch
desktop... no pleasing everyone.
