Usually when the panel reappears, it is still in a wrong location, but then I can drag it to where it should be, without it disappearing. Currently I am stuck in a loop, dragging it from top of external monitor to bottom makes it disappear as soon as it reaches the other monitor. Unplug/replug -> back on top of external monitor.
