After unlocking, panel auto grows to accomudate for the display of the control
widget.
After locking, that space is never again reclaimed. Even if restarting
plasmashell. The space is always wasted and empty.

Reproducible: Always
Steps to Reproduce:
1.Panel with minimum width well bellow its current size
2.Unlock plasmashell
3.Lock plasmashell. Empty space where control widget was is never reclaimed
