definitely not just plasma-pa
while plasma-pa is not there on almost every reboot my ibus icon is also not
shown - but much more randomly - probably on about 50% of reboots it isn't
there.
ibus is part of the "application status" part of sys tray so toggling that
setting gets it back.
I've observed this bug consistently from plasma 5.4.2 through to 5.5.1 on
openSUSE Leap
