This is actually not specific to octopi-notifier. I just had a connection issue
and the network applet kept trying to connect, which also displayed the
"connection" animation in the task bar, and I had exactly the same issue. My
computer was very laggy (the mouse would "jump" on the screen) and plasmashell
CPU usage was increasing.
Stopping the connection would fix the issue (plasmashell CPU usage would go
back to 0%) and trying to connect again would bring the issue back again.
For octopi, when there is an update, it changes the icon in the task bar and
it's animated as well.
