As a user, once I set the power management rules I would expect them to be applied consistently and be honored by the greeter too. Is there a feasible way to make sure it does? If not, is it possible to (temporarily?) implement a screen timeout (or even suspend to RAM) after a fixed amount of time by default? This would help saving battery in the case you (re)start your PC and suddenly have to leave for while, or when the PC is set to restart after some time/task. PS: I enabled the experimental Wayland greeter mode, i.e. SDDM runs directly on Wayland instead of the default X11.
