STEPS TO REPRODUCE
1. You have two or more activities enabled.
2. You are in "activity X" and need to switch to "activity Y".
3. Switch using shortcut or by clicking on the plasmoid (either way works).
4. Now try to open the launcher. It will be behind the program windows.
5. Now try to open a program menu. It will also appear behind the windows.
6. Right-click on the title bar. The Kwin menu will also be behind the windows.
7. Therefore: IT IS IMPOSSIBLE TO USE THE SYSTEM MENUS.
OBSERVED RESULT
The observed result is that all menu windows are behind the application
windows.
EXPECTED RESULT
The expected result is that this should not happen.

ADDITIONAL INFORMATION
To get the menus working normally, keep switching between activities until it
returns to normal. It may take one, two, or more attempts for it to return to
normal. But the simple fact of being normal and switching activities, the risk
of the next activity having this defect is almost certain. Rarely does it not
occur this way.
It doesn't matter if it's Wayland or Xorg.
