SUMMARY
When i become a new notification in the past it pops up on the lower right side
of the screen and then travels into the notification area (The bell lower
right) and then i can remove it there or let it stay.
But now the notification pops up on the lower right and after it vanished there
is no "saved" notification in the notification app (Symbol with the bell).
STEPS TO REPRODUCE
1. Get a notification, maybe a new e-mail or a finished download
2. look at the bell, there is nothing.

OBSERVED RESULT
I won't show notifications any more (They pop up but are not saved)
EXPECTED RESULT
The notification pops up and then it went into the menu with the bell symbol.
