Hi Tanya,
I'm afraid that an offset with a wacom tablet is always because of
configuration issues, not because of bugs in Krita. The reason "it works
normally in menus" is that to menus, the stylus is just a mouse, which is not
influenced by the wacom settings.
Do you have a multi-monitor setup? If so, check the faq:
https://docs.krita.org/KritaFAQ#How_to_fix_a_tablet_offset_on_multiple_screen_setup_on_Windows
You might have to reset your wacom configuration, too, it can get very messed
up over time.
