SUMMARY
The three failed login limit is bypassed by a non-forced reboot

STEPS TO REPRODUCE
1. Lock the computer (not shut it down) and enter wrong passwords for three
times
2. click "change another user"
3. click "shutdown"

OBSERVED RESULT
When you change users,you are send to SDDM with a bottom to shutdown.
When the computer boot again,the limit disappeared.

EXPECTED RESULT
there should be no way to shutdown a running PC without an account with
Permissions or it may cause some  problems.  or maybe there can be a setting
that confirm whether the computer can be closed without unlocking

ADDITIONAL INFORMATION
Maybe a new setting page should be added for login settings and more attentions
should be paid. Logging in KDE isn't as controable as other places.
