SUMMARY
I have a workflow where I'm rapidly color picking and filling. I often fill
with my tablet pen, but then use the mouse right button to pick a color. I am
unable to use the mouse right button shortcut until the cursor leaves the
canvas viewport area. When the cursor returns to the viewport area, you can use
the mouse right button shortcut again.
STEPS TO REPRODUCE
1. Assign "Mouse Button" -> "Right Button" to "Sample Foreground Color from
Merged Image"
2. Select the fill tool.
3. Hover your tablet pen over the canvas viewport.
4. Lift your tablet pen away from the surface to stop pen hover.
5. Right click with your mouse.
OBSERVED RESULT
Nothing happens.
EXPECTED RESULT
You can pick the color.

ADDITIONAL INFORMATION
If you instead have a brush selected and try to move the mouse, then the brush
will appear to be frozen until the cursor position leaves the canvas viewport
area. Mouse interaction with the canvas at this time does not work at all.
However using the pen again before leaving the canvas viewport area recovers
the brush as well.
It seems like a lot of things break when trying to interchange using the mouse
and pen, which might hint at a common underlying issue.
