Hello! Whenever I open fullscreen applications like games, the taskbar will
freeze when switching windows and display the state it had on the first time it
freezed.

Steps to reproduce:
1. Open a fullscreen application. (In my case these were games from Steam, like
Rocket League or DOTA 2)
2. Switch windows by pressing ALT-TAB

Actual Results:
1. The taskbar freezes (no animations, elements are static like in an image)
2. The taskbar displays a state of itself, when it freezed the first time
(example: 

Before executing a fullscreen application, the bar looks like this:

[ ... [ Vivaldi - New Tab ] [ Steam ] ... 12:00 ]

After starting it and switching to [Steam], it still looks like before with no
visual changes. Elements are still movable, and the preview by hovering is
appearing. Now after closing the application, the bar looks like this:

[ ... [ Steam ] [ google.com ] [ #general - Discord ] ... 12:10 ]

After opening another fullscreen application (at 12:10) and switching windows,
it will return to the first state:

[ ... [ Vivaldi - New Tab ] [ Steam ] ... 12:00 ]

Expected results:
The taskbar should still display the current state (open windows, time,
animations, tray icons) when a fullscreen application is opened and windows are
switched. 

Build date & Platform:
I'm running Arch Linux with kernel version 4.8.13-1-ARCH with KDE 5.8.4-1. CPU
is Intel Xeon E3-1230v5 and graphics card is a NVIDIA GTX 760 with the
proprietary drivers (package version 375.26-1). I experience that problem since
installing KDE about 2-3 weeks ago on a fresh install.
