SUMMARY
I face this bug specifically in case of keyboard layout change.
I did set up the Alt+Shift combination. It works if I press Alt and the Shift,
but if I press Shift first and then Alt - nothing happens.
I also tried to add Shift+Alt manually to ~/.config/kglobalshortcutsrc with
kwriteconfig6, but when I open system-settings, the Shift+Alt combination gets
removed
Expected that keyboard shortcuts are recognized regardless on keyboard
modifiers order (Alt+Shift == Shift+Alt)
STEPS TO REPRODUCE
1. Add extra keyboard layout
2. Setup layout change to Alt+Shift
3. Press Alt+Shift, confirm it works
4. Press Shift+Alt, and see it doesn't works
OBSERVED RESULT
Alt+Shift changes the layout
Shift+Alt does nothing
EXPECTED RESULT
Alt+Shift changes the layout
Shift+Alt changes the layout
