SUMMARY
When logging in, Plasma plays the login notification with sound even when the
previous session was exited with the volume muted.

STEPS TO REPRODUCE
1. Ensure login notification is enabled with sound
2. Mute audio
3. Log out
4. Log in

OBSERVED RESULT
Plasma plays a login sound before the mute state is restored

EXPECTED RESULT
Plasma should not play the login sound (or any other sounds) until it is sure
that the previous volume level (e.g. muted) is restored
