The wallpaper already accepts animated image files like animated WebPs and
GIFs. 1st-party animated video wallpapers were rejected in the recent past.

But regardless, what you're asking for this isn't actually useful for
preventing screen burn-in when applied to the desktop, since the wallpaper will
be covered up by windows and panels 99.9% of the time. To prevent burn-in, what
you want is a color scheme with a pure black backgrounds, then you want to use
a very aggressive screen locking timeout, and then you want to set up your
lockscreen to be like a screensaver, by giving it an animated or slideshow
background and disabling the clock.
