This is a screen recording from my desktop showing how the halo behaves when we
get near it slowly and fast.

SUMMARY
My taskbar is configured to be hidden and once the mouse gets close to it a
halo is displayed informing where the taskbar is. If I move it even closer then
the halo vanishes and the taskbar is displayed.

The issue is, given that you know where the taskbar is and you quickly reach it
with the mouse, the halo flicks because it quickly shows and then gets hidden.

STEPS TO REPRODUCE
1. Configure the taskbar to be hidden.
2. Quickly reach the taskbar using the mouse.

OBSERVED RESULT
Halo flicks which gives an bad visual impression.

EXPECTED RESULT
Not display the halo if we can infer that the user is going for the taskbar
with intention. For example by quickly moving the mouse pointer to it.
