Inconsistent behavoir when dragging a chrome tab vs a chrome window
SUMMARY
Continuation of my previous bug report. (503623)
As you can see in the videos attached, when dragging a tab it wants to
completely stay within the screen area at all times. This behavior is
inconsistent with the way dragging a window behaves.
