I'm not very familiar with Manjaro, but I understand it to mean that they can't
downgrade it for the whole distribution.
You may still be able to downgrade only the KWallet packages locally.

If you can't downgrade only kwallet, then you mentioned in bug 458085 comment
82 that you can roll back the whole upgrade:

If you fail to create a wallet you may have a left-over default wallet setting
in your kwalletrc that's pointing to a non-existent wallet. That may cause
another issue. In that case, you can remove that setting, and restart kwalletd
and ksecretd.
